All appointments or promotions other than the chief of the department shall be for a probationary period of one year. If during such probationary period the conduct or capacity of the probationer is not satisfactory, then, and in that event, the chief of the department shall forthwith notify the probationer and the governing body of the city in writing that he will not receive permanent appointment; in the absence of such notice, such probationer shall forthwith receive permanent appointment at the expiration of the one-year probation period.
