Members of the Police Department may impound any motor vehicle found upon a street, highway or other public property or way within the City against which there have been issued two or more traffic summonses for any violation of this title, and all amendments thereto, and when the owner of such motor vehicle has failed to appear as directed in the Municipal Court to answer any such charge.
