It shall be unlawful for any person to throw, or allow or permit to be thrown, any refuse matter, dirt or rubbish from such person’s premises, whether owned or occupied by such person or not, upon any sidewalk, paved street, avenue, alley or gutter in the City, or to allow any of the above substances to accumulate thereon.
