The Department of Public Works is hereby authorized to make and adopt and from time to time amend and adopt rules and regulations requiring the cleaning of vehicle wheels, tires, bodies and other parts of any vehicle or the cleaning of any machinery or equipment used or in any way connected with construction, demolition or excavation work before they shall be moved upon the streets or alleys of the City from or to any construction, demolition or excavation site and also for the cleaning of such streets, alleys and other public places. Such rules, when adopted, and the duly adopted amendments thereto, shall be approved by the Council and shall be filed in the office of the City Clerk, and a copy filed in the office of the City Attorney. Upon a failure to comply with such rules and regulations, the Department of Public Works, after reasonable notice of intent given, and in addition to the penalties prescribed, may certify such facts to the Chief of Police who may prohibit ingress and egress to any such construction, excavation or demolition site by way of the public streets and alleys until such rules and regulations have been complied with.
