(a) The Governing Body shall establish annual goals and objectives for the City Manager within 30 days of completing his or her annual evaluation. To assist the Governing Body with this responsibility, the City Manager may provide the Governing Body with proposed goals and objectives.

(b) The Governing Body shall conduct a formal, written review and evaluation of the City Manager’s performance on an annual basis. As part of each such review and evaluation, the Governing Body shall provide the City Manager with a summary of its input and comments related to the particular period of time covered by the review and evaluation and shall provide an adequate and timely opportunity for the City Manager to respond either in writing or through discussion with the Governing Body.
