(a) Created. There is hereby established the Topeka and Shawnee County Library District Board of Trustees. The Board shall administer the Topeka and Shawnee County Library and shall have the powers and duties as set forth in K.S.A. 12-1266 and amendments thereto. The Board shall conduct its business in accordance with K.S.A. 12-1260 et seq. and any amendments thereto.

(b) Membership. There is hereby established a Library Board of Trustees in accordance with K.S.A. 12-1260 et seq. and any amendments thereto. The Board shall consist of 10 members. Seven members shall be appointed by the Mayor with consent of the Council and shall be residents of the City. Three members shall be appointed by the County Commissioners and shall be residents of the library district, who reside outside the corporate limits of the City and each in a different commissioner district.
