Every pawnbroker and every person employed by such pawnbroker, in the conduct of such pawnbroking business, whenever purchasing items of personal property intended for resale or selling items of personal property, whether such purchase or sale occurs outside or away from the licensed business premises, shall make the same records and file the same reports required for transactions occurring in the course of the conduct of the licensed business.
