The provisions of TMC 6.35.010 through 6.35.020 shall not apply to any person engaged in the packinghouse business, or in selling or shipping cattle, sheep, goats, horses or swine insofar as it may be necessary for such parties to bring such livestock into the City and keep such livestock in the City in the legitimate transaction and carrying on of business; provided, that TMC 6.35.010 shall not apply to the keeping of horses on any parcel of land within the City if there is an intensity of no more than two horses on a minimum of three acres; and provided further, that each additional horse shall require an additional one and one-half acres of land to the minimum required.
