Section 109.3.3, Lowest floor elevation, is hereby deleted in its entirety and the following provision shall be substituted therefor:

For additions and substantial improvements to existing buildings in flood hazard areas, upon placement of the lowest floor, including basement, and prior to further vertical construction, any elevation documentation required in Chapter 14.20 TMC or Chapter 17.30 TMC shall be submitted to the code official.
