(a) Annual Accounting of Personnel. Each year, in conjunction with the budget process, the Director of Administrative and Financial Services and the Director of Human Resources shall ensure that the number of personnel and corresponding compensation accurately reflects the information contained in the adopted budget. This statement shall be in a format determined by the Director of Human Resources.

(b) Payroll Records. The Administrative and Financial Services Department shall be required to keep adequate records of all persons employed, with a corresponding pay scale, time worked and accrued leave.

(c) Authorized Employees. The number of employees in a department shall generally be limited to the number of authorized employees within each departmental budget. Variances shall be approved by the City Manager. (Ord. 20206 § 27, 9-10-19.)
