(a) The extent and proportion to which members of the Police Department shall become eligible for reimbursement of medical expenses actually incurred shall be determined by the members of the Topeka police benefit fund, as provided for in the bylaws of the Topeka police benefit fund. The eligibility of a particular claimant to receive any of the benefits provided through this article shall be decided by the Board of Trustees of the Topeka police benefit fund.

(b) The Director of Administrative and Financial Services, or his/her designee, is hereby authorized to make payments from the law enforcement special revenue fund only upon receipt of a signed voucher(s) and approval by majority vote of the Board of Trustees of the Topeka police benefit fund and approval by Accounts Payable.
