All Charter ordinances, ordinances, resolutions, policies, rules, and regulations in force at the time this Charter Ordinance takes full effect, which are not inconsistent with the provisions of this Charter Ordinance, shall remain and be in force until altered, modified, or repealed by or under authority of this Charter Ordinance unless specifically repealed herein.
